He clarifies that Christians are loyal to governors, praying for their stability and goodness.
He is making all of these claims in order to defend Christians against the charge that they are licentious. But no name in and by itself is reckoned either good or bad; names appear bad or good according as the actions underlying them are bad or good.

For who of those that reduce syllogisms, clear up ambiguities, explain etymologies, or of those who teach homonyms and synonyms, predicaments and axioms, what is the subject and what the predicate, and who promise their disciples by these and such like instructions to make them happy—who of them have so purged their souls as, instead of hating their enemies, to love them?
Who, then, can believe that those bodies, of which the variation according to matter is allied to corruption, are gods? Well, perhaps this second God is outside the world, but there is no space outside.
And in what are the gods superior to matter, since they derive their constitution from water? Perhaps it could be pointed out that all the facts about possibilities are contained in the Forms, and are not antecedent to them.
Are, then, those who consider life to be comprised in this, Let us eat and drink, for tomorrow we die, and who regard death as a deep sleep and forgetfulness sleep and death, twin brothersto be accounted pious ; while men who reckon the present life of very small worth indeed, and who are conducted to the future life by this one thing alone, that they know God and His Logoswhat is the oneness of the Son with the Fatherwhat the communion of the Father with the Sonwhat is the Spiritwhat is the unity of these three, the Spiritthe Sonthe Fatherand their distinction in unity; and who know that the life for which we look is far better than can be described in athenagodas, provided we arrive at it pure from all wrong-doing; who, moreover, carry athenavoras benevolence to such an extent, that we not only love our friends for if you love them, He says, that love you, and lend to them that lend to you, what reward will you have?
